Every supplier describes its tanks as high-performance, which makes the phrase worthless as a purchasing criterion. The useful move is to convert it into things that can be measured at delivery and at defined intervals afterwards: coating thickness and holiday test results, a leakage criterion at hydrostatic test, a settlement limit during filling, a stated design life with the conditions attached, and a defined response commitment. Once those are written down, the phrase stops mattering, because the specification does the work.

More than most buyers expect. Be careful with three claims. A service life number is a design life under stated conditions - it assumes the foundation performs, the vents and overflows are maintained, the external surface is protected, and nobody cuts or welds through the finished coating on site. A corrosion guarantee cannot cover a liquid that was never disclosed, or a chemistry that changes after commissioning. And a maintenance-free claim is not credible for any tank: coatings, sealants, fasteners, vents and instrumentation all have inspection intervals. A supplier who states these limits is offering something more valuable than a supplier who promises everything.

Performance is not a word you accept, it is a set of numbers you agree before manufacture. The supplier who writes them down is the one who can be held to them.
A supplier can state a design life and the conditions it assumes, which is meaningful. What cannot honestly be guaranteed is a life independent of how the tank is founded, operated and maintained. Foundation settlement, blocked vents and overflows, unprotected external bottom courses, uncontrolled field modification and deferred maintenance all reduce achieved life regardless of what was manufactured. Look for the conditions attached to the number.
Scope, period, what is covered and what is excluded, the remedy, the response commitment, and the owner obligations that keep it valid - usually inspection and maintenance to the supplied schedule, and no modification without agreement. A warranty with no stated exclusions is usually a warranty that will be argued about later.
By inspecting against the schedule: coating condition, sealant condition, bolt torque where applicable, external protection, vent and overflow function, level and alarm operation, and sediment depth at cleaning.
