A commercial fire water tank has one job that is never tested until the day it matters, and a second job that is tested every year: it must hold a defined volume of water for a defined duration, and it must still be holding it, full and ready, at every annual inspection. Most tanks that fail do not fail on volume. They fail on the details - a level indicator that reads full while the outlet is above the suction point, an anti-vortex plate that was never fitted, a reserve that gets drawn down for irrigation because nothing physically prevents it.
